App Inventor makes developing android applications easy. All you need is to sign up with a google account. There are may tutorials available online. There are many experimental features but you can basically simplify everything that an android SDK such as Eclipse or Netbeans can do. It is one of the most popular tools along with Phonegap and the AND engine.
